-ed
it describes a person who feels this way
e.g. tired, bored, frightened, surprised, ...
-ing
it describes the person, thing or situation that produces the feeling
e.g. tiring, boring, frightening, surprising, ...

I'm watching TV, and I'm bored because Big Brother is boring.

Be careful!!! Not all adjectives that end in -ed also exist in -ing, e.g. I'm feeling stressed. My job is stressful. NOT My job is very stressing.
